疫情防控常态化背景下运用文献资料调研、调查访问及观察等方法梳理全民健身网格化治理的实践起点并对实践困境进行概况扫描,发现日益增长的体育人口与政府所提供的体育公共服务之间矛盾突显,体育需求没有得到充分且平衡的发展。提出结构上依托地理实体数据技术实现单元网格治理、利用地理编码技术实现城市部件治理;组织体系上建立"一格多网,多网合一"的操作轴、"3+N"网格治理的监督轴等基于云平台构建"多网多格协同整合"的实践路径,以实现体育资源共享,体育公共服务供给及体育管理下沉。

Under the background of normalization of epidemic prevention and control, methods such as literature research, survey visits, and observations are used to sort out the starting point of the practice of national fitness grid management and scan the practical dilemma, and discover the growing sports population and the public sports services provided by the government. The contradiction between them is prominent, and the demand for sports has not been fully and balanced development. Proposed structurally relying on geographic entity data technology to achieve unit grid governance, using geocoding technology to achieve urban component governance; the organizational system establishes a “one grid with multiple grids, multiple grids in one” operation axis, “3+N” grid governance supervision axis, etc. Based on the cloud platform to build a practice path of “multi-network and multi-grid collaborative integration” to realize the sharing of sports resources, the supply of sports public services and the sinking of sports management.
